Project Scope
The 24th Street Woodland-Woodbines Community Drainage Improvement (WWCDI) project was a storm diversion initiative designed to eliminate chronic flooding in the Woodbine and Woodlands communities of southwest Calgary. Whissell executed the project as Prime Contractor, delivering a major storm trunk installation through a mature residential neighbourhood alongside the construction of the Bebo Grove Dry Pond.
- 1,450 m of storm trunk installation ranging from 1,050 mm to 3,000 mm in diameter
- Excavations exceeding 11 m in depth through a residential neighbourhood
- Construction of the Bebo Grove Dry Pond stormwater management facility
- Inner-city road and intersection improvements
- Surface works, landscaping, and full site restoration
Challenge & Mitigation
Executing deep excavations up to 11 m in a densely developed residential neighbourhood required precision shoring design and careful management of ground movement to protect adjacent structures and buried utilities. Two-way traffic flow was maintained throughout construction while managing a shored excavation at depth, receiving tunnelled pipe from upstream, and installing new downstream pipe while maintaining live flow in the existing storm system.

Whissell's approach to community interface, including proactive resident communication, careful staging of excavation and backfill operations, and minimizing the footprint of open trench at any given time, allowed the project to proceed with minimal disruption to the surrounding neighbourhood. The completed project eliminated flooding that had affected the community for years and delivered a new park pond and pathway system as a lasting community benefit.
