Project Scope
Whissell served as the prime contractor for Trinity Development's Medicine Hills and East Hills multi-use land development on the Paskapoo slopes in west Calgary. The project encompassed one of the largest combined earthworks and utility installation scopes Whissell has delivered for a private land developer, transforming a large undeveloped parcel into a fully serviced commercial and residential community.
- 1.5 million m³ of topsoil stripping and common excavation across the development area
- 15 km of utility installation including sanitary, storm, and water mains
- Deep sanitary trunk installation alongside 84th Street NE
- Commercial and residential lot servicing across multiple development phases
- Road construction, asphalt, concrete curb, gutter, and sidewalk works

Challenge & Mitigation
Managing the sheer volume of earthworks across a large, multi-phase development while maintaining coordination with the City of Calgary inspection team and multiple design consultants presented ongoing scheduling challenges. The deep sanitary trunk installation alongside 84th Street required an innovative installation approach to avoid disturbing the existing asphalt surface, reducing both cost and disruption to the adjacent roadway.
Value Add Solution
Whissell engaged the City of Calgary inspection team early in the design process to provide constructability insights that expedited approvals and reduced review cycles. When a tenant requested an underground parkade mid-project, Whissell modelled the earthwork impact and identified areas where excavated material could be reused as fill, eliminating off-site disposal costs and optimizing the overall material balance for the project.
