Project Scope
The Hilda Windfarm project was executed as a turnkey civil package between April 2022 and July 2023. The scope included the construction of 13 kilometres of project roads, development of 20 tower sites with crane pads and tower excavations, 28 tower foundation excavations, approximately 150,000 cubic metres of earthworks, and comprehensive site rehabilitation, auxiliary works, road maintenance, and final reclamation.

Challenge & Mitigation
Land use agreement delays, scheduling conflicts with structural and electrical subtrades, and the sequencing of major turbine component deliveries created cascading schedule pressures that required continuous re-sequencing of civil works. Whissell's project team maintained a dynamic look-ahead schedule updated weekly to reflect subtrade availability and delivery timelines, enabling proactive redeployment of crews and equipment to productive work fronts whenever a planned activity was delayed.

Whissell's turnkey civil delivery model, self-performing roads, excavations, and reclamation, provided the client with a single point of accountability across all civil disciplines. All 20 tower sites were prepared and the full site reclaimed to landowner satisfaction, demonstrating Whissell's ability to manage complex multi-site renewable energy programs in rural Alberta.
