Project Scope

Whissell served as Prime Contractor for the construction of a new West Snow Storage Facility on a greenfield site in Leduc, Alberta, combined with the full reconstruction of 74 Street. The project delivered a purpose-built snow management facility with integrated stormwater filtration infrastructure, alongside a rebuilt arterial road corridor.

  • Construction of filtration ponds with interconnecting pipe and water elevation control structures
  • Outfall structure to a creek; site electrical with 60 light standards
  • Site landscaping and final reclamation
  • Full reconstruction of 74 Street including removal of existing road structure and rebuilding to new design width and profile
  • Replacement of all driveway and property access culverts; new ditch profiles throughout
  • Snow dump facility ready for takeover by October 2024; road and landscaping completed spring/summer 2025

Challenge & Mitigation

The project's dual scope a technically specialized snow storage facility with filtration infrastructure alongside a full road reconstruction required careful sequencing to deliver the snow dump facility ahead of the winter season while continuing road and drainage works into the following spring. The final contract value increased due to higher-than-anticipated earthworks quantities encountered during construction, which were managed transparently with the City through the project's unit rate contract structure.

Whissell's ability to self-perform both the civil infrastructure (filtration ponds, control structures, outfall) and the road reconstruction scope under a single contract provided the City of Leduc with streamlined project management and a single point of accountability. The snow dump facility was delivered on time for the 2024–2025 winter season, meeting the City's critical operational milestone.
